ROTC Scholarship for Active Duty

I am under the understanding that all USMA cadets get active duty when they graduate. What about cadets who are on a 4 year, 3 year or 2 year ROTC scholarship? Are they in the same "boat" as the top priority or are they still in the pool of all other ROTC cadets and considered as secondary priority to the SA's?

How competitive is it for, say a cadet at VMI, to branch active duty in the Army upon graduation?
 
I would repost this on the Publicly and Privately Funded Military Colleges forum (right below ROTC on the home page) because VMI falls under this parameter. Posters there are very familiar with VMI.

If you are looking for a generic college answer for AROTC. Scholarship or no scholarship has no impact on your OML. OML is what determines if you go AD. When you enter ROTC, you all enter with a clean slate. Nobody discusses or plays favoritism because you have or you don't have a scholarship.

I don't have stats, so don't flame me, but the only reason I could see a scholarship cadet having a higher OML is because of their gpa. If the cadet knows that they can't afford the school without the scholarship they will pay heed to their gpa to make sure they are above the mins set for the scholarship. However, that min., is usually lower than what you would need to get AD.
