RTOC Scholarship Out of State Tuition

My daughter got the 3 year for Texas Tech and University of Arkansas. She is a Texas resident. If she accepts Arkansas, does the full tuition cover out of state tuition?
 
Furthermore, if our Son accepts an AROTC scholarship to our neighboring State U where he gets a half scholarship, does the Army pay the discounted/half tution rate that our son earned? Because he will potentially be liable for whatever the Army pays. Our in-state flagship State U is extremely hard to get into, hence the neighboring states giving in-state tuition to our high-achieving Georgia students. This is for my next son, the first son got in our flagship State U honors program and AROTC scholarship.

Also, the neighboring excellent State U pays room and board to ROTC scholarship recipients. I am wondering what price the Army would have to pay for son going to a neighboring State U that offers our son the in-state price tag for being a high-achieving student.

The Army pay the full rack rate for college tuition, they won't pay a discount from any outside scholarship the school offers.

There are cases where the student can get a pretty good scholarship package from a school that lowers their tuition to a point where the ROTC Scholarship winner will choose to use their ROTC scholarship for Room and Board instead of tuition.

So the main thing to remember is that is something happens and the cadet is required to pay back the scholarship, it will be at the full cost of the tuition and will include the freshman year if they had a 4 year scholarship.
