How are scholarships handled at the Naval academy? Does the school accept the money for their own use? Does the scholarship money get applied to the plebe's account for school expenses? Or does the school simply reject the scholarship funds altogether?

Depends on the scholarship. If the scholarship is for tuition, it is not accepted. If it is a cash scholarship it can be applied to ACE loan. My son had some proceeds for an education IRA. The check was mailed to Navy disbursement office and applied to ACE loan.

what about athletic scholarships?
can you even get those?

You can be recruited for sports. Service Academies are Federally funded.
