A non-qualifying means they will not give the IS rate for an OOS student.
In other words you cannot use Type 7 if the school will still classify you financially charge him as an OOS. It is an all or nothing issue.
You have stated that the school will pay tuition for the 1st yr., but here is the question, even as a Type 2, they have a cap, I think it is 18K. What happens yr 2-4? If the cost is 40K, and they only promise the 1st yr, how will you come up with 22K per yr for 2-4 or 66K before any tuition increase?
What if he gets there and academically can't meet the marker for the school, but for ROTC?
Where is he standing with the AFA now? Are you from a competitive area? The reason I ask that is, ROTC is nationalistic and AFA is geographical. Come from VA, MD, CO, TX, NY is different than AK, ID or ND for an apptmt.
Easier for the latter for the AFA, harder for an AFROTC scholarship.
I know that is a lot to absorb, but too many times I have seen posters enter thinking the scholarship award is the end of the subject for the next few yrs. It isn't.
The end is when they stand up and raise their hand stating..."I ___ do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foriegn and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the office upon which I am about to enter.
