When you graduate from the Academy and become an Ensign do your 4 years at the a

What do you mean count towards your pay? You are paid whilst at the academy at one of the enlisted grades. When you leave as an Ensign you are paid at the Ensign grade.

You will be paid per the DFAS pay tables at the pay grade of O-1, under two years of service, starting when you graduate. Prior enlisted members with enlisted time in their record prior to attending USCGA might be in the O-1 over two years paygrade. The four years do not count for AD pay or retirement purposes. Those 4 years may count in calculations for Federal civil service retirement.
While you are at USCGA you are paid at the authorized cadet pay grade.

These are the FY2020 basic pay tables, just FYI. Military members also get other allowances which add to the monthly take-home.

When you graduate from any military service academy, you must serve an additional 3 years after your 5 year obligation before earning the Post 9-11 G.I. bill.

That also pertains to any full ROTC scholarship.

Only one bite at the apple for a generous college education without serving an additional service commitment.

And thats why DS signed for an additional 3 year hitch (at least... I'm anticipating at least another 3-6 years after that, given his plans.

Not entirely true - takes 3 years to earn the entire GI benefit. You can earn 40 percent by staying just an additional 90 days past 5 years, and it scales up at various levels between there and 3 years.

I got lucky with the post-9/11 GI Bill. Coast Guard Academy graduates had a loophole for a number of years and qualified right out of the school.... so you could get the full GI bill during your five payback years.

Your four academy years WILL count toward your Coast Guard retirement once you hit 20 years, but not before. Also, if you leave, like I did, you can "buy back" that time and it will count to your time in federal service, which is nice. I'm a year out from 15 years because of that, which will be nice for the leave accumulation.
