Tad confused about Nomination

Also, only candidates that have been given a nomination by their MOC will go into the national pool. Those who only have a presidential, ROTC or SDVET nomination do not go into the national pool.

I was reading the nomination faq and the last entry there says different. Should I stick with the faq's on the top when there are contrdicting info?
"(2) A candidate could receive a presidential nomination and only a presidential nomination...not be 1 of the 100 charged to the President, but selected from the national pool."
 
@Avenger - it's entirely possible that I am wrong about that. I'd swear that's what I read but I cannot find that particular thread from about a year or more ago. If the info is wrong, I sincerely apologize.

Hopefully someone with more smarts than me can answer?

Taken from the SAF FAQ,

At the end of the day, if an MOC doesn’t have his/her full quota of mids/cadets, those slots do get filled with candidates from other states/districts who come out of the “national pool.”

That is totally false. There are many MoCs that have 5 slots available because they never nominate anybody. Those slots are always only for that MoC. IE. I believe Rangel is retiring this yr. That means the MoC that won his district will next yr have the ability to nominate 5 slates because Rangel is someone that never submitted a slate. The SAs do not go behind them and charge MOC appointments with candidates from other states or districts. You are not going to have a candidate from AK be charged to an MoC from Hawaii.
~ Caveat: USMMA allows candidates to apply to every MoC in their state, but they are the only SA that has that exception
