Teacher not submitting reccomendation

I asked my English teacher to do my recommendation about 2 months ago and she still hasn't completed it. I have gone to her in person to remind her every couple for the last month and she keeps saying that she will do it, but then it doesn't get done. USNA says I have to get my recommendation from an 11th or 12th grade English teacher and my school works on a semester schedule so I do not have a 12th grade English teacher yet, and I won't have one until January. Does anyone have any suggestions on what I should do?

Also, the rest of my application has been completed for the last 2 months(except I don't have a nomination, but I have applied for them), will USNA review my file even though I'm missing the English recommendation? Hopefully it doesn't come to this point, but will it hurt my chances a lot if I have to wait till next semester and ask my new English teacher to do it for me?
 
My son had same problem with two teachers. Unfortunately, I think you just need to continue to pursue them. My son asked his counselor and principal to speak to the teachers, but without getting them ticked off. I think the problem is that teachers, like many people, don't know how significant this stuff is. Teachers need to be responsible with this; its part of the job. But too many aren't. I felt like calling my sons teachers when they didn't do the evaluations, but my son would have killed me. In the end the principal and counselor did what I would have done, and the teachers finally took the apparently very valuable five minutes out of their day to do the evaluations. On the other hand, other teachers were fantastic, and did things promptly.
 
I definitely know how you feel I dealt with this but really there's not much you can do besides talk to her and let her know politely how bad you need/want this. Tell her the deadline is coming up and check up on her. Teachers are human and some might need to be reminded a lot lol(my teacher was really forgetful). It'll be harder for your next year teacher to do it because she won't really know you. Keep bugging your 11th grade teacher and let her know how much it would mean to you. Although it's not fun, sometimes you gotta do what you gotta do to get it done.
 
As a BGO, if one of my applicants had this problem... I'd meet personally with a principal or counselor with whom I had an established relationship, and ask for their help with the "offending" teacher. Very gently, of course. With some guidance on how to get it done online.

Might ask your BGO for a little help.
