Tier Change

Difficult but possible. Any change in major requires permission from the unit/brigade. Any downward change in Tier is generally disapproved but does sometimes happen. You've nothing to lose though by trying. This advice is worth what you paid for it.
 
DS switched from math to finance at end of 2nd year. He was a college programmer and I thought it would kill his chances for a scholarship but he got a 2 year anyway. Good thing he didn't listen to dad, he likes the business school much better than math. I think he got lucky on that one when he got approved for a tier 3.
 
Thanks for the info. Suppose I was only a senior in high school and just awarded the scholarship, and wanted to change it to tier II from tier I? Is this equally as hard?
 
I would get in touch with the CO at the school and ask them. Going from I to II will be easier than I to III but you haven't even started yet and want to switch, not sure what they will think. You were probably given favorable consideration putting engineering as your major and probably helped you get the scholarship.
 
I am currently in the process of transferring the scholarship to a different school (was wait listed at original school) so I technically haven't even enrolled yet. I'm going to call NSTC tomorrow

But your scholarship was awarded, at least in part, based on the major you listed... just to be sure you understand. Phone call sounds like a good idea. Additionally, going from a "lower" tier to a "higher tier" - eg. tier II to tier I is normally not a problem, but still requires permission.
 
You should be good

I don't think they care if you want to go from Tier 1 to Tier 2. That's still within their 85% 'tech' major goal for scholarships(they actually enrolled 93% last year). The NROTC site states: "NROTC midshipmen may lose their scholarship if they request a change from Tier 1 or Tier 2 major to a Tier 3 major." It doesn't say from a Tier 1 to a Tier 2.

The definitive answer from NSTCINST 1533.3A: Since the PNS can approve it instead of requiring a NSTC board, like a Tier 1 or 2 to a Tier 3, there's no reason your NROTC Unit shouldn't support you.

For Tier 1 to Tier 2 transfer requests or any academic major change within the same Tier
(1) If the academic major tier list changes, the most recent approved list will apply to academic major transfers.
(2) If a midshipman adds terms (semester or quarter as appropriate) beyond four years by transferring majors, the midshipman will incur the additional costs or gain additional financial assistance per reference (c).
(3) The Professor of Naval Science (PNS) may approve a transfer request if that request is in the best interest of the Navy.
(4) Process
(a) The midshipman submits an academic major change/tier change request to the PNS.
(b) The midshipman must submit change requests to the PNS a minimum of one term in advance of the desired change to facilitate its approval before the midshipman executes a new degree plan.
(c) The PNS reviews submission and either approves or disapproves the request and notifies NSTC OD of the final decision.
