No. As a general rule, the Board reviews applications under a rolling schedule. Thus, someone who completes 100% of his/her package in July could well receive a letter in the early fall whereas someone who completes his/her package in December will obviously hear later. Either, both or neither may receive an appointment.
That was a good question that I was wondering about as well. My son has had all his info in since mid Oct. and we just got a board qualified letter last week. I'm curious about it too.
Funny thing is some scholastically qualified candidates never receive a letter and are subsequently appointed. If you are concerned about your own status, check your candidate portal and/or call your BGO/admissions officer to clarify if USNA lists you as schol. qualified. That is what matters, not the letter. I understand it feels good to have a letter, though.
If i'm not mistaken board qualified means you have passed all three qualifications---some times you may be physically but not academically---looks like they may only notify you when you are past all three processes ---you can't get in if you are missing any one of the 3Qs. (Again if i'm not mistaken) Might be a way with so many applicants this year to keep from causing any misinterpreted pre-approvals for appointment. If you are missing something you usually get a letter asking for more information or check your portal often that is the best resource --other than your blue and gold officer.
