USAR Release for ROTC Scholarship

I have a cadet who is in the USAR (not SMP) and our program would like to offer him a scholarship. However, he wants the option of going active duty so GRFD is out of the question. My understanding is that his unit needs to release him so that he may accept an ROTC scholarship. If this is correct, how do I go about doing this? A specific regulation, memorandum example, etc would be very helpful. Thank you
 
In our brigade the letter of release is required to request the scholarship. Need to get his chain of command to provide the conditional release. DD form 368

Thank you! I spent the day reading through regs looking for the answer, I should have posted here first. I appreciate your help.
