USNA and NROTC ISR

My DS completed interview with local recruiting office and was told they wanted to recommend him for ISR a couple of weeks ago. Apparently they want him to commit to the NROTC option now. It will be many months before he hears anything from USNA or other academies on an appointment. His first choice is the academy route (USNA, USAFA, USCG) but does not want to miss out on the NROTC scholarship either. Is this common that DS's/DD's have to choose this early? Any advice?
 
Accepting a ROTC scholarship is not binding. It is very common for candidates to accept a ROTC scholarship and hold onto it until they report for I-Day.

On the ROTC forums there is a poster that has already accepted an ISR, but is still moving forward.
