That’s the first I’ve heard of applicants with nominations and no appointment being placed into a wider pool for consideration of an appointment. This is the case?
Head on over to the Nominations Forum, go to the top, read the Stickies. Use the Search tool to look for references to “national pool.” There are multiple threads each year on “the pool.”
The essence is that if a candidate with an elected official nom is not offered an appointment to an official’s available slot, they are placed into a national pool of all in the same situation. The SA (can’t recall if USMMA can do this, but they are unique in that noms can cone from anyone in the state) can further fill out the class per specific guidelines by choosing from that pool. Those appointments are not charged to the elected official, though that is the nom source, but to the authority that allows them to choose from the pool.
Someone is sure to pop up with the actual language and numbers.
That’s why the math might not look right in the elected official’s press release photo with his/her appointees. It may look like way more people are going to USNA than there are slots. They all have noms from him or her, but some of their appointments may have been charged elsewhere, after all the dust settles.
