My AFROTC adviser said in an email that submitting your AFROTC scholarship earlier puts you at a higher chance of receiving a scholarship. I'm done with my scholarship, but haven't submitted it yet. Some of my colleges decisions are coming out mid December and I don't know if I should wait until I get those decisions so I can update that list of 5 schools you are supposed to select on your scholarship or just submit early.
 
Submit when your application is strongest - put your best foot forward. If you are not waiting on an ACT/SAT score or something, that you want the board(s) to see, then I agree with guidance to "Send it".
 
The next board date for AFROTC is not until February 2021. I think you could easily wait for those decisions and then update.
 
Does school choice matter for AFROTC? I know it matters for AROTC and NROTC. My DS received a type 2 AFROTC scholarship which can be used at any private or public school with an AFROTC detachment.

Yes, it matters unless you receive a type 1 which covers tuition and fees at any institution *with an AFROTC detachment.

You should just look at the AF ROTC page but the bottom line is you should understand your total cost to attend - which schools may additionally cover room and board, which do not, and for a TYPE 2 which schools will 18k per annum cover your tuition and fees and which it will not. For type 7 it matters for in state. Of course if it's a top 16 school like MIT, Harvard et al, last year AFROTC bumped any scholarship to a TYPE 1.

Also find out which detachments may offer additional support to students - some do.

TYPE 1
Pays full (100 percent) college tuition and authorized fees at any public or private institution with an Air Force ROTC detachment.

Type 1 selectees will also receive a monthly living expense stipend and an annual book stipend.

TYPE 2
Pays up to $18,000 per year in college tuition and authorized fees at any public or private institution with an Air Force ROTC detachment.

Scholarship payment is further capped at $9,000 per semester or $6,000 per quarter.

Type 2 selectees will also receive a monthly living expense stipend and an annual book stipend.

TYPE 7
Pays full (100 percent) college tuition and authorized fees (capped at the in-state tuition rate) at a public institution with an Air Force ROTC detachment. Type 7 selectees will also receive a monthly living expense stipend and an annual book stipend.

Students offered a Type 7 scholarship will be given the option to convert their scholarship to a three-year Type 2 scholarship that can be used at out-of-state or private schools. A three-year Type 2 scholarship will start during the sophomore year of school.
 
Yes it matters as to the amount that is awarded. However, I don’t believe that you have to use the scholarship at one of the schools you chose on your application. Isn’t that correct?

My DD used her AFROTC scholarship at a university that she did not have on her original list. She is a freshman this year, so unless things have changed in these last few months, yes, you are not limited to what is on the original application.
 
You can use an AFROTC scholarship at any college that has a unit, provided it meets the restrictions of the scholarship type. It doesn't even have to be on your list of 5. You let them know which college when you accept a scholarship.
