What are my chances of acceptance with these test scores/extra curriculars?

So my USNA application has been completed since mid October but I have been stressing over whether or not I am academically competitive while taking into consideration my numerous extra curricular and leadership roles.

I attend a small yet competitive public school that doesn’t offer many AP courses.
Weighted GPA: 4.1 Unweighted: 3.9
Class Rank: 29/164 - Top 18%
ACT: English - 35 Math - 29 Reading - 32 Science - 24 (30 super scored)
I have worked my ACT up from a 21 to a 30 over the past year. I have been enrolled in advanced AP/honors science and math courses throughout highschool.

Where I show better is through my leadership roles and extra curriculars. I have held Student Body President & Vice President, District Vice President, Ice Hockey Captain, JROTC Deputy Commander/Lt. Col., NHS President, and have been a camp staff member for 3 years. I have a total of 320+ community service hours and participate in a church youth group with my school - just to name the most important roles.

I feel as though my academics are dragging down my application and how to board is going to review my credentials.

How would you consider my competitiveness as a candidate, and should I consider taking the ACT again?

Nobody knows. You seem competitive but one of the most important factors is how many people are applying from your district. Definitely work to bring up your math ACT though.

Would an ACT math score be a deciding factor for them? I know other candidates in my area are applying with higher academics/test scores, but I outweigh them in other areas. Not sure how the board will see that but I hope it works out.

It all counts towards your WCS. The best thing you can do is submit your best application. Improving your math and science score is something you can do to improve your chances. Whether that gives you the appointment or not is out of your hands.

Admissions certainly looks at everything, but test scores are weighted very heavily. If you got a 35 on English, your test-taking skills are good enough that if you study hard you should be able to get a math score of 32.

Another piece of advice, try not to concern yourself about other applicants. Everyone will submit the best package they can and hope for the best, and stressing over whether you are a more or less competitive candidate than someone else is not helpful when you can be focused like a laser on improving your own stats. It’s like running track—you don’t look back at the other runners behind you. You just focus on putting out as much as you possibly can.

A stated earlier, no one knows. Your leadership may be enough to offset your current scores, or it may not. It IS a competition so always work to improve and continue doing your very best.
