When do I start applying for nominations?

MOC can submit 10 NOM's for each opening they have. Where a NOM gets charged by USNA when issuing an appointment may be different from where it is issued. The official USNA website indicates applicants should apply for all applicable NOM's.
That is what we always thought, but we were recently told that each MOC cannot have more than 5 in the USNA at a time, and sometimes they make that 4, in case on doesn't graduate on time.
 
Those are two different things. The number currently attending USNA is different from the NOM's allowed. Each MOC can NOMINATE up to 10 individuals for each opening they have.

how can you apply as soon as the application open up, when they require official transcripts?? I don't know any school that can get you your official transcript prior to the end of the school year (May ~ June). to my mind, we cannot submit packets until we get everything, right?
 
usually there is a checklist (especially if they use an online portal) so you can mail as completed. transcripts usually mailed by school anyway. so you can complete what you can and then verify LORs and transcripts are received.

By law, each member of congress can only have 5 attending each service academy at one time. The authorized number of 5 does not change. Note this is not per class, this is all 4 classes. This usually leaves 1 appointment slot open per year for each MOC. Some years there will be 2 appointment slots open. Each MOC can then nominate 10 people compete for each open slot, this is sometimes called his slate. If he has 2 appointment slots open, he can nominate 20 people (10 on each slate). If someone doesn't graduate on time (which is very rare), and the MOC has 5 in, he will have zero slots open and will not be able to nominate anyone. Sometimes people leave the academy before graduating, either they quit or are kicked out. If these individuals are one of the MOC's 5 appointees, that will open up more slots for the MOC to nominate to the following year.

You cannot, typically. The posts in this thread may be discussing two different things, however.

For NOMINATIONS, you typically have to fill out the MOC application form, attach a photo, and include the requisite number of recommendation letters, an essay, and whatever else that particular MOC wants. If that MOC wants to see your transcript (and they probably will) then you can't get that sent until school lets out for the Summer. That MOC is also going to want your official Candidate number (which you won't get until May with your ECandidate Packet Letter via EMail).

For the ACADEMY APPLICATION (USNA, specifically), there are a litany of items that you need to transmit to the Academy, including your High School Transcript through the end of your Junior Year (the first 6 semesters of High School).

At this point in the year, High School Juniors who want to apply to one of the Academies need to get a few things in order;
1. Get the contact information (name, phone number, & EMail address) of the Guidance Counselor (Acad. Info and Transcript request)
2. Get the contact information (name, phone number, & EMail address) of the English Teacher (Recommendation Letter)
3. Get the contact information (name, phone number, & EMail address) of the Math Teacher (Recommendation Letter)

I mention those, because as a candidate, you need to make sure that you have asked for a copy of your transcript to be sent directly from the High School to the Academy. I can't comment on the other academies, but USNA will not accept transcripts sent via third-party organizations (like Parchment). Normally, you would ask your Guidance Counselor for that. My DS drafted a formal request letter and handed it to his Guidance Counselor, before he left school for the Summer. Another thing that they will need for their Academy application is "Candidate Academic Information", which is filled out online by someone at the school (probably the Guidance Counselor again, so that's why you need that contact information).

As long as they have everything by the deadline, they will schedule you for an interview, usually late fall or early January at the latest.

In very competitive MOC areas, there may be a screening process and some get eliminated at that point. You can't assume you will get an interview, just because you submitted the paperwork by the deadline.
I was just going to ask this question, Does the MOC have to grant an interview?, if there happens to be a screening process..what are the rules for that?, the MOC looking at his own ideas for a candidate or does the SA dictate?
 
they are all different. for PA, our MOCs were straightforward...successfully complete application = interview

No, they do not. Each MOC runs their own process and determines the criteria they deem appropriate. When far more apply then they can reasonably interview, they determine how to narrow down the applicant list by reviewing the submitted application information. They are NOT required to interview all who apply. You also have no idea how many might be applying to a specific MOC for a NOM this year (regardless of what happened last year or 5 yrs ago). It is best to assume everything about the process of applying to an SA is a competition and treat it as such.

Many congressional representatives nowadays use a panel interview system. This is a group of SA alumni, military veterans, and community leaders who conduct SA interviews as a committee (usually without the congressional member). This reduces the politics of the process and helps put people in charge of the interview who understand the qualities that the SA's are looking for.
