When does the second wave come out?

Those who do not win slates are placed on the NWL, Congress dictates that of those on the list WP must chose 150 with the highest WCS. After that they can pick whoever they want from the NWL.
 
635 potentially could come off of MOC + 100 Presidential + 5 VP = this still leaves @ 500 appointments which would seem to come off the NWL

The VP nom is like the MOC nom -- he can have 5 cadets at USMA at any given time. So each year, 1 nom (maybe 2) is slated to the VP. That's why it's a long shot if it's your only nomination.
 
so how many are typically drawn from the NWL? It seems it would have to be more than 150 to account for the number of appointments desired?

You are forgetting about service connected noms (J/ROTC, children of disabled veterans, etc). If you do a search on this forum, you will find many posts about the number of non-MOC noms slated per year (or a ballpark #). Many of the posts are from Mods or FFRs.

Does the same process of MOC call, mail notification, and portal update apply to USMAPS appointments as well? Sorry for so much posting, just a worried and stressed candidate with many many questions.

The ones they pick after the 150 must be in a ratio of 3:1, Congressional to Service Connected Noms. This helps them to fill out the class to meet their composition goals (athletes, URMs, soldiers, women, scholars and leaders).

My DS's MOC never called him -- it is definitely up to the MOC. The BFE arrived one Saturday morning with no advance warning. I don't even remember when the portal updated. I don't know the procedure for USMAPS, but since you don't need a nom for the prep school, I'd be surprised if a MOC called. But then again, it's up to the MOC. Worrying and stressing isn't going to change anything. Control the things you can right now -- your current grades, test scores, plans B/C/D. And enjoy your senior year (if you're still in high school)! Until you receive the TWE, you are still in the game!

We haven't even reached the deadline for file completion yet (28 FEB).
Many more appointments will be going out. Remember, Admissions says that the bulk of appointments go out in the March-April timeframe.
Are you 3Q'd? If so, USMAPS is not an option as you have to be Academically DQ'd to go to USMAPS.
 
When are candidates normally selected from the NWL? Does WP wait until they have selected every MOC slate winner, and then choose off the NWL later in the process?
 
Update: I just received an official 3Q in my portal. I assume my file was qualified on Tuesday's board. Does this mean I could be up for an appointment on the next board? Assuming that is how the process works.

Yes, that means that you could be up for review by the board.
 
I have one congressional nom, qualified this week (technically, on FEB 6th, but I finally got up to the weight standard this week). Does this mean that next Tuesday's board will review me, and could I get a TWE next week as well (since it is in March?)
 
If you are now 3Q'ed then you will be reviewed by the board but when depends on how many other candidates are before you. You may hear by next week but you may not hear till May 1. It all depends on who else is up for review and who submitted their application earlier. For me, I finished my application around late December/early January and I still haven't heard back.
 
I finished mine Jan 30, got my 3Q Feb 6 and my appointment Feb 15 so I dont really think we can assume what order they look at applications...

A 3Q simply means that WP has qualified you physically (CFA), medically, and acedemically. It means that you are qualified for admission, however you are still competing with other 3Q applicants for an appointment. It shows up as a PDF in your official correspondence window on the portal home page.
