Witnessing Official?

Hi, I'm applying for the NROTC, and on the drug and debar forms, there's a line for a witnessing official's signature. Does anybody know who that can be? Can it just be a notary or does it have to be someone specific? Sorry if this is a stupid question. Thanks.

For Marine Option, the XO of the RS signed it. I'm not sure how Navy side works, but all Marine Option paperwork was pretty much handled out of the recruiting station or one of the substations.

For myself, it is the contact person that I am supposed to turn in all my paper work to her ( for my case , it is BM2 )
