MOC's submit slates, and they can only be charged if that candidate is on their slate.
I.E. Congressman Cantor (VA) cannot tell the AFA take Congressman Boehner's applicant.

Honestly, no offense, but I don't know an MOC in our country that had no applicants. Additionally, whether or not an MOC submits doesn't matter, because they have that right and the SA knows that fact. The pool is not about MOCs.
The pool exists because when you add up PRES. VP. MOC, ROTC there is still a way to enter. NOM is needed, but a candidate can come under Supe, which is not a source.

It is a lie. Nobody from the pool will get apptd to another MOC if they are not on that MOC slate. The pool has nothing to do with MOC's it is all about the WCS from a national perspective.
I am not trying to be beaach, I am trying to assist posters/lurkers on how the apptmt system works.
If you believe that an MOC did not submit a slate and thus that means there is 1 more apptmt available from the pool, you will be in a world of pain, because that is not the way it works.
If you accept that X amount from Pres., VP, MOC, ROTC can be charged and the remainder can come from the pool, than you will be right.
