Although I feel like ROTC would be the better option for me for various reasons, I have head that you are more likely to commision if you attend a service academy. Should I factor that into my decision?
 
That is only true for the AFROTC. Not all qualified AFROTC cadets are selected for field training after sophomore year. However, if you are at the USAF Academy you will commission if you meet all requirements.

What happens if you get a schollie for 4 years and then don't get selected for field training?

To put a more personal angle to it: YOU are more likely to receive a commission via the source that allows YOU to thrive most fully. Whichever officer-development route brings out your best is the one that will make a commission most likely. Neither SAs nor ROTC (nor OCS, for that matter) are for everyone. Pick the path that best fits YOU.
