AFROTC Type 7 Scholarship Inquiry

I have recently received a Type 7 Scholarship from AFROTC, my selected schools were Embry-Riddle in Daytona, Florida as well as Embry-Riddle in Prescott, Arizona. As I was offered a Type 7 Scholarship (Covering only Public Institutions), I am confused as Embry Riddle is considered a Private Institution. I am also capped at In-State Tuition and I am wondering how this all plays out. A Type 7 may also be converted to a 3 year Type 2 (I am still confused as the wording is not exact and the definition is loose). Much appreciation for any help out there!

>> Type 1:
Pays full (100 percent) college tuition and authorized fees at any public or private institution with an Air Force ROTC detachment.
Type 1 selectees will also receive a monthly living expense stipend and an annual book stipend.
>> Type 2:
Pays up to $18,000 per year in college tuition and authorized fees at any public or private institution with an Air Force ROTC detachment.
Scholarship payment is further capped at $9,000 per semester or $6,000 per quarter.
Type 2 selectees will also receive a monthly living expense stipend and an annual book stipend.
>> Type 7:
Pays full (100 percent) college tuition and authorized fees (capped at the in-state tuition rate) at a public institution with an Air Force ROTC detachment. Type 7 selectees will also receive a monthly living expense stipend and an annual book stipend.
Students offered a Type 7 scholarship will be given the option to convert their scholarship to a three-year Type 2 scholarship that can be used at out-of-state or private schools. A three-year Type 2 scholarship will start during the sophomore year of school.
Note: AFROTC Scholarships do not cover room and board.
 
You can use your Type 7 at a private school if you convert it to the 3 year Type 2. This will delay your scholarship funds until your Sophomore year but it gives you the flexibility for out of state and private. You will get at minimum of $8500/year merit scholarship at Embrey for being in ROTC so if you win further merit or other scholarships to help you with the heavier costs your Freshman year, you may be able to follow that route.
