I think it's hard to say how much individual schools know and what they don't. The whole process of awarding scholarships has changed so much in the past 4 to 5 years, and still continues to change, that it's hard to make any assumptions.
ROOs are not supposed to notify any winners prior to the letters being sent by Cadet Command, some don't follow the letter of the law with that one but it seems that most try and wait.
It used to take 3 to 4 days for them to post the upgrades, awards would trickle out each day. Now it seems that they wait until they have them all loaded in the system and then they release them all at once.
If you want some light (Some might say heavy) reading, look back at the January 2011 AROTC Board thread. It took around 2 months for the results of that board to be released. Things got so bad on this board that some applicants were ready to give up and just enlist. Some of the theories for the wait are something to behold and entertaining. Something to pass the time and you'll realize that this wait has been short in comparison.
Only about 3 1/2 hours of office time at Ft. Knox left today, still time for them to hit the button. If it doesn't happen today try and do something fun this weekend.
