To put it slightly less bluntly, prospective Naval officers ought to demonstrate personal initiative. In my experience, you will find that almost everyone involved with any of the ROTC programs, and certainly the people who post on this site, are eager to help candidates in any way they can - provided, of course, that you have done your own homework first. You might also arrange a visit with an NROTC detachment at a local university to get a first-hand look at what they do.
