If I where to submit my application today, when could I expect my application to be received by the Board (NROTC). I know that do to backup from people submitting applications earlier, my application could be pushed back to a later date. I know that NROTC board meets every 2 weeks, but I would like to know my decision by early December, so I could report this to my early admission school. Would this be possible?

The key is when would you know. I need to point out that you may not hear either way until early April. Most will not hear until some time next year. If you do get a positive reply earlier you should consider yourself lucky.

Is this a "would like to know" as you state, or is it for some reason a "need to know"? Most colleges do not require your acceptance until May 1. If you applied early decision somewhere and they accept you, you are obligated to go there whether or not you have a scholarship.
 
I wouldn’t expect it to be reviewed on the first board (which I have read is next week, but no personal, actual knowledge) if submitted ‘today’. After submitted, it takes a bit until it’s board ready. In fact, you can see where your application is in the process on your portal after you submit it. And when your application is actually reviewed, it can be a “yes, no or maybe” (I don’t know that’s how it’s actually done, but just because you don’t get a ‘yes’ on one board doesn’t mean you won’t on another...) The ‘no and maybe’ piles may not be notified until April, as already stated.

One thing I do know is that you most likely won’t hear by your deadline, so prepare for that. It’s a common issue for ROTC and SA applicants.
 
Our DS's Regional Counselor told him all applications had to be in and complete to her by Oct. 4th to be considered for the first board (which she said was 10/11). He did get his complete and she said it would be seen by 1st board. You can check your status on application after submission, easy steps. Our DS shows complete 'no decision has been made on your application'. Make sure you do well on the application and submit the best one you can! Good luck to you.
