My friend says she knows someone that she thinks would be a good match for me and she wants to set us up on a blind date. We’ve never had any contact yet, but she mentioned that the “potential date” is enlisted (a year older than me). As a plebe, is this permitted?

Your first step is to research the applicable USMA regulation on fraternization, your primary official source. I read your post to mean you are currently a USMA plebe.

Since I’m Navy background, I’m not as good at researching Army regs as I am Navy, but rest assured there is no doubt a current fraternization policy that lays it all out.

I did find the below, which is a refresher on the policy put out by USMAPS. It’s clear enough, though you will want to ensure you research all current policy.

I suspect you will have to tell your friend “thanks, but no thanks.”

I’ve tried to read through but it seems like a grey area. It clearly states that I couldn’t date an officer, but am unsure if I can just go on a date with this girl.
 
What did you find when you researched the references noted in the letter, which includes the USMA policy?

I am not trying to give you a hard time here, just habituate you to the idea that as an AD military member, you are responsible for knowing the regs and policies, and if you have questions or need clarification, you research your official sources and consult your chain of command. Anonymous Internet forum unofficial advice is worth exactly what you pay for it. If you choose incorrectly in the fraternization area, and find yourself at a conduct adjudication hearing, failure to know the policy or have taken steps to research primary sources is not a good choice of excuse. Guessing, assuming, or asking a buddy for their opinion also falls in that category. Once you’re clear on the policy that applies to you, you can choose to adhere to it or not, understanding there may be consequences for the latter.

It states relationships between (warrant) officers and enlisted are prohibited and relationships between soldiers of different rank are prohibited. (Btw, I am a plebe at a civilian military school rn. Made the decision last minute not to go USMA).

Ah - posting in the USMA forum confused me and I leapt to an assumption.
If you are not a cadet or midshipman at USMA, etc., and you say you are at a civilian military school, then I assume you may be a cadet in a Corps of Cadets, which for all intents and purposes, is a civilian, since you don’t mention ROTC.

If you are a civilian, I see no reason you can’t date an enlisted person. Now, if you are ROTC and intend to commission, and the relationship is ongoing, you’ll need to get some guidance from your chain of command.
 
If you are a civilian you can date.
If you become a Cadet you can continue dating under current regulations since you were dating prior to becoming a Cadet.
Once your status changes and you become an officer you have 1 year to “go fish or cut bait” if this person is still enlisted, get married or break up.
This was as of a couple years ago.
