Can NROTC student reapply to USNA?

My DD was 'turned down' on her USNA application last week, but has accepted 4 year NROTC scholarship. Her BGO mentioned that she may not be able to re-apply to the Academy as an NROTC student because there is a chance that the unit may not be willing to release her? Is this something unit specific? She intends on going NROTC, but does wish to re-apply to the Academy. Should this be another consideration in picking her school? I'm just curious about others' experience.
 
She can reapply to USNA without an issue. She is not obligated for NROTC until her sophomore year. So regardless of USNA or not, she walk from the program at any time prior to the first day of Sophomore year. After that point she would have to be be released from her scholarship. I have never seen someone in this spot be turned down from their release.
 
+1 to NavyHoops. She might also be eligible for a ROTC nomination so she should pursue this with the cadre. She would need the PMS's endorsement. Of course she should also apply for every other nomination for which she is eligible. Be prepared for her to decide she loves her college and her unit and doesn't re-apply at all. It's certainly happened and quite often. Good luck to her on her path to become a Naval officer!

Thank you! Whatever she wants to pursue is up to her anyway! I'll just support her and worry!
