How does getting a 3 on the DD785 coming out of USNA affect entry into NROTC? WIll a waiver be required?
You received some good advice on action steps to take with NROTC unit officers, in your two earlier threads on this issue. MCRCO 1100.2A requires a recruiting district-level waiver for disenrollment from ROTC only if you had a contractual obligation. Even if you did have an obligation, per the instruction, the OSO completes the waiver request form--may have been filled out and routed without your knowledge.I left from Army ROTC to Marine PLC. When I submitted my 785, I had a 4. I do not recall a waiver process. They will review your 785 and make a decision on whether to admit you or not.
Or this, I recall when filling out the PLC Application, there was a section that asked, "Have you ever been enrolled in any other Officer Training Programs,". If you selected yes, your OSO would request your 785. I believe the OSO also had me write a statement on why I left ROTC in the first place. So a waiver process could have very well happened. I wouldn't stress too much about it though. Same instruction requires a waiver for all service academy drops regardless of time at the academy--the standard is not the same.
Waivers can happen behind the scenes, and instructions are tricky.
