Thank youI know of occasional instances where a prep offer has come after a denial, though it is rare. I would definitely reach out to admissions and let them know that your DS would be interested in a prep offer. If his file is otherwise strong except academics, there is always room for improvement. Or if not given a prep offer, he can do self prep or do a year at civilian college and reapply. Good luck.
