but if you look at the class portrait for the class of 2022 there was 1,373 offer of appointment given out and it seems that only 1,209 showed up for I-day.

That's not quite the way it works. USNA has already calculated the yield (percentage of candidates admitted who actually accept) so they know that X will decline those appointments and X will accept them and for the most part, they get it right every year.
