This is correct. I enjoy having my car. :)
 
They are not permitted to own or maintain a car until their 2 degree year.

My sons have both been able to borrow cars (and are borrowing one at this very moment).

On the subject of razors, we bought our sons electric razors this year for Christmas and they use them all the time. However, neither is exceptionally hairy. They dry-shaved (I know, it's so gross!) to save time before they got the electrics.
