Got into USNA rejected for NROTC. Is this common?

It happens. Both entities are shopping from a talent pool, with goals that both overlap and offset.
 
If your heart is set on NROTC, you could always start out at the Naval Academy and reapply next year. Just find out if you have to start at the beginning, like that guy who got admitted to USMA as a plebe while in his fourth year in AROTC.

Doesn't surprise me. SAT numbers for 4 year scholarship winners (NROTC, AFROTC Type 1, and AROTC) are all noticeably higher than the corresponding SAs. So it doesn't surprise me at all. Most people wouldn't know this either, but it's demonstrably true.
 
Yes it happens. Remember that ROTC scholarships are a national competition from the git-go. SA’s are not. So initially at least, generally a SA is firstly a competition at the state level for slates. Ie: you are the choice of 10 initially, VS thousands (NROTC).
