I was reading about NROTC on the Holy Cross website. In the FAQ section, one question was “What are my chances of receiving a scholarship?” This was their answer -“If you have a “B” average or above, moderate-to-excellent SAT or ACT scores, have been actively involved in high school extracurricular activities (especially athletics), and wish to pursue a technical major, your chances of receiving a four-year scholarship are excellent.” How true is this statement? Is the word “excellent” not a little strong?
 
That's probably an old blurb. A more accurate description would be "The odds are in your favor", which means in the 51%-99% range. In any case, your chance of getting a three or four year scholarship is much better than the probability of being struck by a meteor.

Even better, many with strong academic/SAT/sports/leadership credentials who apply for ROTC scholarships do receive them, and there is no record of anyone who has applied for an ROTC scholarship ever being hit by a meteor...At least not a large one.

If you added 'plenty of leadership' to that description I would agree with it. However it is a competition. There are never any guarantees. Ever.
 
I would agree, though "B" or above seems a little like the "meh" standard. Most people I know exceeded a simple B, more like B+ or A-. Leadership in clubs/orgs in HS cannot be overstated in their importance
