I am new here and work in the Army ROTC Recruiting World.

I've read posts on this forum that stated the cadre would inform people who were on scholarship, even prior to completing the APFT kicking in. This helped delay the payment of tuition until ROTC could step up and pay it. Of course if one doesn't pass the APFT prior to the end of the first semester then you would be opening up your wallet and paying the tuition in this scenario. The unit's ROO could, I'm sure, can clarify how your situation would work for your DD's college.
 
The school won’t get paid until the Cadet is contracted and does what they need to do through the GoArmyED system (this is new as of last year). The bursar/student services office should know the process and understand they aren’t going to be paid for a while. Our schools send an invoice to the Cadet, as a courtesy copy, probably to remind them what it’s going to cost if they aren’t meeting/maintaining their standards. Make sure your Cadet is talking to the school and the ROTC program to understand how the process will go at their school.
