Could these branches being issuing scholarships without the budget issue resolved -- ie. why would this stop the Army but not the AF or Navy?

Seriously, how many of AROTC families are also waiting for news from the AF or Navy? Was you DD/DS before this Jan22 AF board? My DS is only Army, so I'm not having to keep track of all the different rules, dates and processes.
 
I just checked - DoDMERB is not back up yet, but it looks like they are making progress. You can see a new login screen, but it says the site is temporarily unavailable. I had to update the link I had saved in my favorites to even get to this point - https://dodmerb.tricare.osd.mil/ApplicantLogin.aspx

Anyway - sorry for the continued "off topic" topic.

In a conversation I had with my son's PMS at his school we got onto the subject of the schoalrship boards. We spoke early Feb., He was a member of the Jan. 4th Board. This is how he explained it to me. Last year they had 5 boards, this year they have 3. He said they changed to 3 boards because with 5 they did not have adequate time in between boards to deal with medical disqualifications and applicants that received appointments to the academy before the next board met. He stated that with 3 boards they now have the time to resolve these issues before sending out the next wave of offers. With the extra time they can now get some qualified applicants cleared through Dodmerb as well. The extra time would allow all this to be done and results sent out prior to the next board, he said last year they had a lot of overlap.

All this added to the move to Ft. Knox has made the process longer. I asked why my younger son received the notification in just 3 weeks after the first Oct. 24th board. He said it was because that was the first board and they had no carry over from any previous boards to deal with and it was also too soon for Academy appointments.

Never during the discussion did he mention a delay due to budget issues, he did say that the ROTC budget was already set prior to the first board. I would tend to agree with him on this since other branches have been awarding scholarships during this time. If there was a budget issue it would seem that it would effect ROTC from every branch.

I have a feeling that this year we are all the Guinea Pigs for the new system this year. Lets hope next week news is indeed good.
 
Hey everybody, I spoke to the ROO at my first choice school about an hour ago. He told me that he was hopeful that the results from the January board would be announced in the next week or so. It seems that this rumor about results next week is probably accurate. Good luck everybody! :smile:
 
Jcleppe, thank you for sharing this conversation. Wish we'd have heard these details before now when we have discussed the budget issues off and on. I'm still holding with I'll believe they are releasing results when one of our esteemed ROOs(Clarkson or Marist) post they are seeing results. These constant rumors and miscommunications make it difficult to know who to believe and what really is or isn't causing delays. In the end it will not really matter, but it does make for great fun speculating on the boards:smile:....guaranteeing our thread (yes, I view this as a team effort:thumb:) will reach the required 37,000 views and 600+ posts prior to results being released. At this point that a goal I can see happening. DS just wants to pick a school and get on with being a senior in high school:wink:

I know all this craziness has been even harder on you applicants. DS has had some really dark moments dealing with the delay and discussions of draw downs, RIFS and other "bad" military news. He really plans to "do it" for 20years+ and at this point doesn't care about the money(yes, its easy for him to say he has those merit scholarships) he just wants contracted so he can go after AD position(at this point doesn't really care which branch of the Army....)so I hope you, sg1fan93, and the other applicants waiting patiently for your answers have strong support around you, good spirits most of the time and most importantly, MAYBE JUST MAYBE some results will come in next week:biggrin:

I would agree with this statement. ROTC budgets for class of 15 is a part of the FY 10-11, and that went into effect on Oct 1, 2010.

The money was already there. You would have heard something by now that due to the military cutting their budget they were starting during the 10-11 yr. Nobody has heard that. What I have heard over and over again, is that they are cutting the amount offered. In other words that budget was already in place for fewer spots, just nobody officially announced it...i.e. why they have 3 boards instead of 5. Remember, even sending them for DodMerb physicals costs money...you don't pay for it, the military does...no need to pick up that tab if they don't have too...we as parents all know the price of a sports physical, and this is not a sports physical (in an out in 15 minutes).

That being stated, every branch has had some type of slow down for various reasons. Changing location is a big deal, having fewer boards is a big deal. More importantly, in these economic times they are having bumper crops of applicants.

The way a board meets is from X date to Y date. They go through as many as possible, but there is no guarantee they will get through everyone's application, meanwhile, the candidate is left without knowing if they did meet the board, so they assume because they had their paperwork in that they did.

Applications are First In, First Out, if they only made it through 350 and you were number 351, they didn't review.

They also are known to do it in piles...Def....maybe and no. On top of this the reason you are seeing AFROTC results come out quicker has nothing to do with budget. The AF i the only branch that doesn't tie the scholarship to a BN. They can take it anywhere that is a college approved by AFROTC. They don't care if they have 100% on scholarship at one det or 0%. By tieing this to the terms of the scholarship, it also causes a longer time to get it right.

Frustrating as Hades. Tell your DS to get on with his life as a hs sr...hang with friends, go to the prom, plan summer trips, etc. Colleges will still allow him to respond in April and May. I also know of one parent without a doubt that contacted their DS's no. 1 college (I think it was 2 yrs ago), and stated we still haven't heard about the scholarship, without it we can't afford to send him. The school made an exception and allowed them more time to make the decision...I think it was June. If your child is a true match to the school, they want them too. They also contacted the school that they would have been attending if they didn't get the scholarship, fear that he would lose the slot. They too extended it...you'd be amazed how they can over-ride those admission computers if you talk to the right people.

Just wanted to drop by and tell you guys good luck. I'm halfway through my MS I year, and it's worth the wait. Y'all can do it! If anyone has any questions about ROTC, Wheaton College (IL) or anything else shoot me a PM. I'm happy to take a crack at it. :thumb:

Pima, you and jcleppe may be right, but then why is Ksmom's DS being told that scholarships are "on hold" (see post #559)?

In the Congress.org link that I shared in one of my previous posts, the freshman Republican MOCs (who arrived in DC after 10/1/10, with their "mandate") are demanding a stop to the continued hemorraging of money, even for projects that have already been approved for FY11. It may be, though, that DOD has received a "wink and a nod" from the Appropriations Committee, so at least the AF feels safe about making commitments.

I have also heard from two ROOs that the delay is tied to budget issues - among other things. Other parents/applicants have heard the same. So probably equal numbers of sources indicate both. I have also read(thanks for the links Pantentesq) that the 2011 budget can, and probably will, be cut since it is only a resolution and subject to change before being renewed prior to 3/4/11. In the end, it doesn't really matter WHY - it has happened, the results will eventually come out. DS is blessed, we know he's not paying for college either way - he wants the contract and career - I know not everyone is this lucky and really needs the scholarship to make some magic happen for them. I hate to even think of hearing some of our applicants having to wait thru the March boards too. I do wish the Army would do as the AF does and give you a ding letter if they know you are not competitive after reviewing your file. Leaving these applicants in the dark seems cruel - let them know so they can go find another plan. JMHO.

They told him too that the scholarships are on hold, but he and the other student are both high on the schools OML

In other words. KS was being told they were in essence being waitlisted. They scored high enough, but yet not high enough.

It had nothing to do with the budget being changed mid-stream, it had to do with working in the constraints of the current budget when it came to offering a scholarship.

2 different things.

That may seem antagnostic, but I am not trying to imply that at all, I am trying to say there is limited money to go around and none of us sat on the DoD council, so we need to accept what is being stated as truth...if you start the they are hiding things, life will be bad when you enter this world.

You also need to remember how big the ARMY is...how many people not only military members, but contractors and civilians work for them. It takes a lot of time to filter down.

Trust in them. They want the best for you (candidate) and your child. They will take them in as one of their own. It stinks to be where you are now, but once you enter their world, you will get what I just stated about taking them in.
