If it is an LOA clearly assuring an offer of appointment will be made (compared to the encouraging but not specific promise of a letter of encouragement), and naming those conditions (some LOAs don’t have conditions and are sent much later in the cycle, more of a “hang on” tone) that have to be met first. As I noted above, he could still wait until April. He has to be fully qualified with a nom of some kind. Yes. As long as they are on a slate, that qualifies as a nom and meets the requirement. Not sure how competitive your area is, but he should go in well prepared, humble and professional. Will do. thanksWhen in a nom interview he might want to mention he has an LOA and bring a copy of the letter with him. Be sure to let them know he needs to be on a slate to be accepted.
