I just got notice of my waiver, so I assume that means I am 3Q’d. I also have a nomination. USMA seems to tell its applicants whether they are fully qualified or not.
Fully qualified + nomination = eligible to be offered an appointment. Of course, every year, there are hundreds who are fully qualified with nom(s), who are not offered an appointment.
Stay positive, focus on what you can control, tend alternate plans, finish this academic year strong, enjoy family and friends. After all, if this works out, you have about 5.5 months left as a full-time resident at home and the pattern of your life then changes dramatically.
Just received my appointment today, thank you all for the information and help.There is a wonderful thread on the NWL in this USMA forum. The NWL is EXACTLY where you want to be right now. It is the list of applicants from whom appointees will be selected. Now you wait. Keep faith. (it is not a 'waiting list' like other colleges--in which you are not accepted and have to wait for someone to drop out--this is not that at all, it is the reverse it is the pool of people who are more likely than not to get accepted. Further, it would be beneficial and less confusing if USMA would change the term; however, the language is enshrined in Congressional doctrine so unlikely to change...so we must accept that really, the NWL is the place to be at this point in the year.) Soon appointments will be rolling out in a big way--and then they will trickle off by 1 May. You are here for the long game. Brace yourself and keep faith.

Once a candidate's file has been qualified in all three areas, the candidate is 3Q, whether or not they receive a letter stating such. Ideally every 3Q candidate should receive a letter informing them they are 3Q and placed on the NWL. However, sometimes candidates do not receive the letter, but it has no bearing on their candidacy.

If you have all green on your portal and your WP field office says you are competitive and they look for you to hear something by next month can you assume that would mean you are 3Q even if you haven’t received a 3 Q letter- Medical (DoDMERB), found to meet standards or has been given a waiver
- Physical (CFA), passed
- Academic and all other factors (the big umbrella)

West Point will add PDF documents (official correspondences) which can be found on the left side of the Home Screen in your portal . That is where you will find a 3Q letter, if you have one.
