New Forum Layout

We added a few new forums and re-arranged a few things. I'd like your feedback on this, so please let me know what you think.

Perhaps add forum templates/themes to match each branch, such as gold and green for army, silver and blue for air force, etc...

We have decided to make the biography section only for staff members. We feel this is the best way to handle it.
