I can't remember if the packing list is uploaded at this website at some point,or DS got something from unit last year closer to NSI iteration.
It is not much. Basically wear polo and pants and running shoes, "orders"(med forms, visitor info for graduation),ID, glasses(if you wear them), and all in a backpack. Everything the Midshipman Candidate will need will be issued. You bring a preloaded debit card($200 recommended I think) to buy toiletries and other private gear at the NX.
When they get there they go through Index and are issued gear. Once changed, all of their personal gear is boxed and they don't see again till end of NSI.
This also might fit better in the ROTC forum.

Make sure he follows up with unit. Parents and NROTC units don't mix well as most units don't really like parents to reach out rather than Mids. What iteration is he attending? Plan on not hearing from the unit until about a week before. It is pretty typical. Hopefully sooner, but your stress level will be better to plan on waiting till last minute for anything related to Navy. It will likely continue his entire career.
