We had a similiar experience, we only got about 4 back, but DS wasn't getting any that we had sent, during the first phone call he asked why we weren't writing, I was crushed, I'm told him I had written everyday...by the next phone call he had gotten ALL the past letters (minus the 4 we got back) in one day! Guess some postal worker took pity and let them thru, because some were bigger and heavier than the ones we got back!
We did send him a care package every week too. USNA was pretty lenient with that, just had to be healthy food, no candy and sugary items.
We also had friends write encouraging notes and memories on note cards at his graduation party and we stuck a few of those in with each letter. He really appreciated those.
