Options on changing major with National NROTC scholarship...

Greetings,
Quick question to the forum: My high school senior DS was awarded a national NROTC scholarship (wants to study Mechanical Engineering). I'm curious what would happen if he wants to change his major after going for a year (either to another STEM field like chemistry) or to something outside of STEM (ie, economics). Does he have to give up the scholarship? Payback? options to consider
I'm curious since a sizable portion of kids who declare a major before starting change their minds after learning more at school.

Staying within Tier 1 majors won’t change his scholarship status. Moving to Tier 2 or 3 requires sign-off and may affect his scholarship status. Seems fair, since the vast majority of scholarships is meant for Tier 1 applicants. NROTC doesn’t want bait-and-switch candidates, no matter how benign their intentions.
 
+1 to MidCake. Conversely, moving the other direction, Tier 3 to Tier 2 or Tier 1 would still require sign off but should generally be approved with no issues.

Oh yeah, when changing a major you have to show you will still graduate on time.
