How is this different from a MOC nom from the admissions perspective? Is it less selective than MOC (bc MOC has limited number attending)?

There is a ton of information in the Nominations sticky about this, but here's the short answer. Yes, it is less selective. An applicant qualifies for a Presidential nomination based on the service of his/her parent(s). There can be an unlimited number of Presidential nominations issued to qualified candidates, but each SA can only admit 100 applicants using a Presidential nomination. There are generally upwards of 400 applicants to each SA that have Presidential nominations each year, so it is definitely helpful for an applicant to have a MOC nomination as well. I hope that helps.

Much less selective to get the nomination in many cases since MOCs are limited to 10 and Presidential noms are not limited so all who are qualified are nominated. On the other hand getting one of the 100 SLOTS can be more competitive than many MOC districts. FWIW, the last time I heard a number from USNA on this it was 800 presidential noms applied for.

Was that 800 noms this year? That seems crazy-high!

It was not this year or last year but I don't think it is huge, there are lots of people who are eligible and USNA gets a lot of applications. Maybe USAFA gets a lot fewer requests for it.
