There is a ton of information in the Nominations sticky about this, but here's the short answer. Yes, it is less selective. An applicant qualifies for a Presidential nomination based on the service of his/her parent(s). There can be an unlimited number of Presidential nominations issued to qualified candidates, but each SA can only admit 100 applicants using a Presidential nomination. There are generally upwards of 400 applicants to each SA that have Presidential nominations each year, so it is definitely helpful for an applicant to have a MOC nomination as well. I hope that helps.
