Question about LOA

To receive an LOA do you need 100% of your application done (including BGO interview)? Also does already having a nomination boost your chances of getting an LOA?
 
No to #1. We see examples here of LOAs being given short of a fully completed application. Not necessarily to #2. What we see here is that many (perhaps most) LOAs are contingent on receiving a nomination.
 
There are many theories, but nobody but admissions knows how, why, or when they are handed out. My advice to you, and it's been written in these forums many times... Don't worry or even think about an LOA. Concentrate on the appointment. LOAs are great, but they are not an appointment. My son got an LOA, and we were excited for him. That excitement eased up after a few weeks when we realized nothing really changed. He had to wait over 6 months to get a nomination.
 
My advice, complete your application with no expectation of an LOA. Thus, if you get one...great and if not, the competition isn’t over. You have close to zero control on whether you get an LOA, so no use worrying about it or figuring out chances.
