To consider results from two different tests IS superscoring, which as you indicated, they don't do. Are you hoping they will informally look at it/note it in your application? Maybe, they might. Or submitting two test results could also mean they take the wrong scores, or it works against you because it would appear that you didn't understand their policy surround SAT scores, or you've chosen to ignore it.
So many different ways this could go for you as you have no control over what happens once you decide to submit an application outside their stated guidelines. I'm sure there are lots of candidates that would like to have a superior score considered, but that's not what they are asking for.
I'm not sure what the expectation is for AFROTC SAT scores, but it's been a tough year for standardized tests - they know that as well and that may work in your favor. Good luck!
