+1 to platypus1618. The exact verbiage on the yellow papers read:
Requests for transfer of the scholarship must be sent to this headquarters with the following:
1)
A statement by the applicant stating WHY they are requesting transfer.
2) A copy of the letter of admission from the college or university where the applicant is requesting the scholarship be transferred.
3)
IF the request is based on the applicant not being admitted to the school indicated on the Notification of Intent, a copy of the letter from that college or university indicating admission was denied.
My understanding of this verbiage is that a transfer request can be based upon any reason; but that reason must be fully explained to Cadet Command. HOWEVER, if the reason is based upon being denied admission to one's selected school, then Cadet Command requires that a denial letter be included with the respective transfer request.
What does seem to be required in any transfer request is the acceptance letter from the college/university that one wants to be transferred to.
