You are correct the AF operates totally different than Navy or Army. That is why they can pull you in the way they did with our DS. He had the scholarship in hand and could take it anywhere he wanted to attend as long as the college met the AFROTC requirements.
That being said, contact the dets/bns at Duke and see if they do talk.
There is no harm on talking to them. At worst they will say they don't talk at best they will know you want to go there and if they talk it can help you in admissions.
