Not sure I agree. At my SUNY schools my instate Cadets take the Room and Board which is about $3K more than if they were to use their scholarship for tuition and fees. And since most of them aren't paying full cost anyways the delta is even greater.Yes, agree with @AJC.
It is usually better to apply the AROTC scholarship to the tuition, fees to avoid taxation. Room and Board on or off campus is usually much less than retail tuition, unless the college already has given you a full or nearly full tuition scholarship/grant.
