Secretary of Army and ROTC nominations

My DS is AROTC with a 4 year scholarship and considering reapplying to USMA. He is eligible for an nomination from the Secretary of the Army (for participation in ROTC) and ROTC. Are those separate nominations? Can he apply for Sec Army and not ROTC? Just curious how this all works. Thanks.

He is eligible for two senators, his congressman, VP, and ROTC; and Presidential is your served certain amount of periods. The Sec Army nominations are given out by West Point, you don’t apply for it.
 
Can a cadet in an Honor Unit with Distinction from an AFJROTC apply for the JROTC option for USMA? or can they only apply for the USAFA?

@NYSDad I'm curious if you were able to get any confirmation on your inquiry. DS is also reapplying this year and is in AROTC. He was home this long weekend so he was showing me everything in his portal for WP. We are aware of MOCs and his Rep's nom was already showing. He knows he can try for ROTC nom so there is a form on the portal he downloaded and had filled out by Major or Capt of his ROTC (he had an interview, too he said). He's not sure who decides the ROTC nom (if it's on WP end or if it's on ROTC end). As he was showing me the portal, I asked what the difference was between the 1st and 3rd categories since they both list participants of senior Army ROTC. He wasn't sure and didn't realize the 1st category (Secretary of the Army) included AROTC, so I thought I'd ask this wise group. Can anyone explain the difference? Why can't he submit for both? ...BTW. I clicked on the PDF link for the Secretary of Army and it generates an application with his information and you check off which categories apply (see screenshot below, but I hid personal info). Appreciate in advance any clarification~ Thx!
