Still in the game

I copied this over from the thread I originally posted on. I figured there are people on this thread that want to know the information I received today.

I went to my Senator's office today to speak to the staffer in charge of Military Academy Nominations Committee. She was very informative and apologetic in what happened regarding my DS so for all who want to know this is what was told to me:

In October of last year candidates that got their applications in became part of the Early Action Program. The program is for any student that completes their application prior to a certain date in October. Those students are eligible to be appointed between December to March. After March the students appointed were candidates that got their applications after the EAP date. EAP students needed to have qualified in all three stages to be appointed. If the EAP candidate is in competition with another EAP candidate and one of those candidates has a primary/principle nomination then the candidate with the primary nomination would get the appointment. If the EAP candidate's competition are all EAP nominees but none are primary then the Admissions board will chose. In my DS case his application did not go in until late November. He wanted to make sure he had the perfect essay before submitting it. Also when the Admissions board looked at the applications available at the time my DS application was on hold because of a medical remedial which was settled several weeks later making him fully qualified with a primary nomination. So because of timing and being fully qualified with a nomination, didn't matter what type and since my DS was not 3Q yet, the EAP candidate received the first slot available by our Senator. Now for the second slot. Well thanks to great minds, people upstairs decided that a redistricting should occur this year. It commonly doesn't effect my state but for some reason because of POTUS budget cuts my state was affected. This now causes my Senator to lose a slot so from two slots he now goes down to one which was already taken by the EAP candidate and my DS ends up on the waitlist. The sad thing is that the Early Action Program was never mentioned during any of the Military Academy Admissions meeting and also it was always stated that Naval Academy was a rolling application which meant it didn't matter when your application went in as long its in before 1-31. My DS and family was invited to this years Military Academy Admissions to formally receive his appointment to USAFA. I will make sure next years candidates will know about the EAP program and what could happen.

So the positive things I heard:
Very few appointees have taken their appointment at this time. Wait listed candidates should find out by mid-May especially if you are a primary/principle nominee. My DS still has a very good chance to get in and he has an appointment to USAFA which I thought would be harder to get because of the amount of applicants choosing USAFA over USNA in my state. So if he does get an appointment to USNA he will decide which one is the best fit for him. Hopefully this ordeal will not bitter his taste for USNA.

MY DS Rep has similarly explained the situation, and has not given up the fight. I imagine 808DAD's Senator is fighting too.

I was not aware of the EAP and cannot find it described anywhere on USNA related publications.

The problem I have with all of these explanations, even though they seem to combine to make a plausible cause, is that admissions is not revealing the numbers involved. I am sure they are busy, but now their integrity is in question by Congress and the public, so it's time to take time...so to speak. Peacemeal incomplete explanations cause more problems than they solve. I am sure my DS would appreciate a letter of explanation from the Superintendent.

In regard to the redistricting explanation. Law already provides that representative districts gaining residences of enrolled midshipmen are authorized to enroll more then the maximum normally authorized, then when the redistricted midshipmen graduates or otherwise disenrolled, that extra position is eliminated. For districts losing residences of enrolled midshipmen , they then gain open slots to fill by nomination and appointment. The law leaves their minimum four (4) authorized enrollment positions intact, thus ensuring that the population residing within the District was fully represented and afforded the same rights of enrollment as the populations residing elsewhere, including those within the armed forces system. It is clear the intent of Congress was to prevent what is occurring now. What is the related number of increased enrollees should all MOC positions be filled? Like others, my DS's district open position for which he was Principal Nominated is being left vacant and he is waitlisted.

In regard to the explanation of a loss of 25 authorized positions due to budget cuts? How would the loss of so few positions combined with redistricting enrollment increases result in such a loss of MOC open positions? Providing the numbers would help answer these questions.

In regard to the EAP, it makes perfect sense to have a program designed to smooth out the flow of applications and the selection process, cheaper and more effective that way, but it poses new questions. Was 808 DAD's Senator's explanation accurate? Does the academy segregate application review process from the MOC's complete submitted slate? Since law requires a "competitive" process from which appointments may only come from authorized MOC sources' submitted slate(s), then how is it that EAP applications are reviewed exclusively before other applications on the same slate, and it appears maybe even appointed superior to even a MOC Principal Nominee on the same slate? When a MOC has two vacant positions and slates, and the Academy deems it necessary to hold one of the two open (which still remains a question), then what is the legal basis to appoint the EAP LOA candidate from the non-ranked slate while holding vacant the Principal Nominated second slate? Is that an unlawful end run around the Principal Nomination Mandate?

In regard to the waitlisting of Principal Nominees, I have too many questions to type them all.

This is no longer a mess, it's become a tragedy. I feel for all involved, including Admissions.

While on the waitlist, my DS is proceeding with his Plan A3, University of California Berkeley School of Engineering, majoring in Nuclear Engineering. Funny, with all of the collegiate mathematics he enrolled in while in highschool and AP courses 5'vd, he will start, technically speaking, as a Junior. He is now looking at adding a second major, computer engineering, mechanical engineering.

Proudly, because of the forum, now that I know your DS's/DD's, when I think of my DS I also see all of these amazing young men and women. We are so blessed as a nation that they are so motivated to serve. Hey Vladmir, ol buddy, match that!

I too would fight like hell on behalf of my kid, but this is devolving into ridiculousness and bordering on the absurd. I sincerely doubt that anyone in the Admissions office is in trouble and that anyone will ever have to answer to the public for your child not gaining admission to the United States Naval Academy. Time to embrace Plan B.

I hope it is able to get resolved to your satisfaction. Hopefully you'll be able to report good news soon. I think those principal nominees who have found themselves in this situation do deserve an explanation.

Waiting here in Norfolk, VA again.. On to 6 more days. I'm becoming optimistic that NAPS or Foundation is coming.... Bless All!:thumb:
 
Wow, I've been off for a while, so very sad to hear of all the TWE's. My son's classmate who also applied, and I thought a shoe-in, also got the TWE on Saturday. I have not seen anyone add to the BFE thread, at this point maybe we should start a TWE thread. Praying for those still waiting that you will have your BFE in hand ASAP. Please let us know, we are ALL rooting for you!
 
GoNavy, I believe Franks spot has been filled. We are also OK-3 and called his staffer two or three weeks ago to check - before our TWE. She said there had already been one appointment from the kids who received a nomination from Frank. And that he only had one seat open this year.
