Theoretically, yes they can do AFROTC because they have extended their graduation date so they will be a POC for 3 semesters.
Realistically, it is an uphill battle as a jr. because for AFROTC they must be selected for SFT that spring. I don't know their cgpa, nor their SAT/ACT scores, but they need to be in the 3.0/3.1 tech, 3.3/3.4 non-tech.
Additionally for selection the CoC rec is the big chunk of change. They would be a 250 because they did not do 100. As a 250 they will have @ 3 months to shine. 200 jobs in the det. for fall are typically assigned spring semester 100 yr. That can be an issue. 200's will have 3 semesters in the det. The CoC has a name with a face.
If not selected for SFT, they will be dis-enrolled.
I agree with Clarkson contact the det., because they are the ones that will be able to see more precisely which path is better for you.
