VP Nomination/Vice Presidential Nomination

Since each SA will make their recommendations to the Vice President for his VP nomination based on a candidate's admissions record, do these typically end up going to someone who already has at least 1 nomination (not yet appointed) or do they award it to someone who's 3Q'd/meets whole person criteria that does not have a nomination? Thanks!

They're going to use it to get the best class composition that they can. I expect it's generally used for folks who have no other nomination, but it could be used for so me who does have a nomination and they want two people off that same slate. I knew a BGO at one time who got in on a VP nomination. I was his only nomination.
