To piggy back a little on what Steve said. Even when we did see the total numbers, the part about putting everyone on the same playing field is a little more complicated. The truth is, the applicant is playing on no less than 2 fields, mostly 3 fields, and for some even 4 or 5 fields at the same time. Its one hell of a game. You compete against others in your congressional district. Usually also again against those in your state. Again nationally. And possibly again on other fields where nominations are given out. Point is, just to make up a number, one person with a 700 score in one state can receive an appointment while another person with a 750 in another state might not receive an appointment. Its all about tour competition. And that is different for most applicants. And my description barely hits the tip of the iceberg.
